Parent Education Network Development

HJR 591 (1999) - The General Assembly in House Joint Resolution 591 requested the Executive Secretary of the Supreme Court of Virginia to develop and disseminate information on certain custody and visitation issues to Virginia's circuit court and district court judges and commissioners in chancery and to convene an advisory committee to
develop model curricula for parent education seminars.

HD 26 (2000) - The Executive Secretary reported the recommendations of the committee in House Document 26, 2000, "Model Parent Education Curriculum and a Study of Related Custody and Visitation Issues. "

2000 - Delegate John (Jack) Reid sponsored legislation each year beginning in 1997 mandating parent education for parents litigating custody and visitation.  In 2000 his persistence paid off when House Bill 1178 finally passed and became law, giving a two year period to test its effectiveness.  

The Parent Education Network was formed by four members of the Executive Secretary's special committee in the fall of 2000, to assure success of the law regarding parent education.

December 29, 2000 - The Parent Education Network, Inc. became a Virginia corporation.

Fall 2001 - The IRS recognized PEN as a 501(c)(3) tax exemption organization.
